If he isn't accepting then that probably means he is disallowing map modifications to be published.

Mike sucks ,
he says do not publish and edit the map without my permission,
so he does not even accept the invitation friend to ask him, he does not answer.

I advise you not to wait, publish the map if you made a change because it will never answer you if you have the authorization
