Law enforcement is allowed to act upon their own discretion.
In the most extreme cases, hundreds have been killed and law enforcement determined the call was not important enough to respond to. We might have disagreements about law, but cops generally want to do the right thing. I have been in fights and stuff where cops just pretended it didnt happen because the other guy was wrong.
College aged people do steal animals from captivities from time to time, sometimes abused, labs, zoos, etc. Pretty much every time they do not think through what is needed to keep wild or exotic animals alive, and often have to give them back, looking foolish before jail time. But puppies are not as much of a problem of course.
If the dogs are not an exotic breed, they are not making money anyway, and if you stole their dogs, they would just find another anyway. If they are an expensive breed, maybe stealing them would change things. But what would it change? You took a dog from its family that loves it. Then it will have puppies so you will be doing what, selling those puppies. Would you be any better if you gave them away, no? You could neuter the dog but that actually is wrong.
Its ok for people to sell puppies. Its not ok to be an unhinged millennial trying to play moral police like they all do. They have the lowest morality of the worlds existence, why try to be moral police? They should start by pointing at themselves and looking inside themselves before accusing the rest of the world of things like owning a dog.
I don't know what a puppy mill is supposed to be, and I certainly don't know what the US will end up being -- they are currently in free fall, so anything that is said today could already be invalid in a few hours.
However, in general, law enforcement and the courts are meant to uphold the law. If you're implying that a "puppy mill" is something illegal already, they would have been convicted before anyway.
However, let's assume they have not. One rule that's common to all modern states is that one crime does not excuse another: if you're killing a drug dealer, you're still going to serve time for murder. Thus, if a "puppy mill" is illegal, and you're kidnapping its owner, you're still serving time for kidnapping and whatever else you might have done.
