It's technically impossible, as long as VPNs, TOR, Linux and other alternatives exist, you can't fully control the internet and you can't either get rid of those, because the very lives of some human rights activists and journalists depend on these tools. And a lot of countries will not agree with such laws anyway and become paradises for the most extremists peoples, all concentrated in the same geographical areas ...

I think it could potentially be way worse than doing nothing.

Anyway, laws of a country still apply on the internet anyway and police and justice are already doing their job (arresting pedophiles and so on). I don't think that's a good idea to try to enforce such laws, as it could backfire very badly.

Also, imo, if peoples who are neo-nazis identify as such, I consider it a good thing. Why ? Because at least, you know it, they don't hide. From this point you can talk with them and reason them. Thinking making peoples afraid to speak solve anything is delusional, it just hide the crap under the carpet

It already sort of does, but it's complicated because it's governed by a relatively young system of norms that still hasn't been fully harmonized with actual laws. Most of the standards and procedures were set down in the '90s by groups that were mostly controlled by American corporations at the time, with the related standards and processes being internationalized later (IETF, IANA, ICANN). Over a key period of time (late '80s/early '90s) much of "Internet law" was effectively not much more than the opinion of one guy, Jon Postel.

At various times, there have been proposals and power struggles over who owns "the Internet". I'd suggest reading about the history of the Domain Name System and the Open Root Server Network if that sounds interesting to you.

I don't know. It also lets people see the kind of people they are. Maybe the problem is bigger.

Considering there is no ownership (beyond copywrite) nothing below a govt would have any input to anything like an industry standard.
Now a govt does have graet control on what happens within it's border (even digitally) but it will vary by govt type. Those type variations could drive concepts, from anything goes, to a digital iron curtain. Outside it's boarders nothing will be possible that isn't a specific treaty, thats only applicable to it's signatories.. .. .. good luck with that
