no budget or psu restrictions?
rtx 5090

rtx 5070ti .hands down

FSR Redstone has turned out inferior again . RTX 4000 lack MFG. RTX 5080 has only 16GB VRAM but costs a lot .RTX 5090 is expensive .

Is a used RX 9070 XT for $560 USD a good price?

Yes, better performance per dollar value than 5070 Ti even when new but if you follow Jensen's vision of the graphics pipeline and use raytracing, DLSS, NVENC, etc. a lot then NVIDIA is the clear choice regardless of price

If you just want raw performance and don't care about the frills, then RX 9000 all the way
Redstone made minor improvements visually but it's still far too inferior to DLSS

560 isn't much lower than the cheapest model but 650 range is the lowest for an actually good model, below is mostly just ASRock, ASUS junk and lower grade PowerColor

Yeah I never touch Ray tracing.

As far as RX 9070 XT, I assume 3 fans is better.

Also which brand should I look out for that’s good?

for 300W + card you do need a 3 fan card if you value low noise

Sapphire is the best AMD partner, just beneath them is XFX, PowerColor, and Yeston. Only major partners left are ASUS, ASRock, and Gigabyte, all of which should be avoided because their quality is quite a bit below the others because they cheap out for better profit margins. There's also Acer but they're new to this, and MSI doesn't make AMD cards anymore, they're NVIDIA exclusive now.

3 Fan, 3+ slot thickness is ideal for cooling, and I recommend avoiding models that use 12V-2x6 (aka 12VHPWR but its a newer design used by the latest gen) like the Sapphire NITRO+ because it's an unnecessary risk, some of the 9070-XT cards that use the connector have experienced minor melting of the connector. Sapphire PULSE and PURE models are fine.

People hate when I tell them that I play games in 1440p on my 3060 at 60FPS.

Nobody actually cares if you do, they care when you lie about how you get there because you tend to make claims that are quite literally impossible, especially when you consider the fact that you're losing a chunk of its performance in DX12 games by running on Linux because NVIDIA doesn't give a crap about gaming performance on their Unix drivers, their focus is AI and compute.

Not that it's actually relevant to what OP was asking because you're just humble-bragging about the most popular GPU of the last four-ish years, your intentions with that statement are pretty clear, just attention seeking.

Who cares what they think?

If you enjoy it, why should that matter?

I would pick 5070Ti if for Windows gaming only.
More games are optimised around upscaling and DLSS (especially preset K - transformer model) is superior to FSR4. Also more games use Ray Tracing where Nvidia does better. Power consumption and VRAM temps are also better on Nvidia.

But I usually game on Linux where AMD is a much more viable choice. Nvidia has excellent Linux drivers for AI workloads and trash gaming drivers.

Power consumption is better for AMD this time around. I tested both 9070xt and 5070ti. Both undervolted and the 9070xt came ahead by 15-25W in a few games.

But yeah eventually I sold my 9070xt because of vram temps. 85C on a new card is too much. Meanwhile my gddr7 on my 5070ti run max at 55C. Problem with AMD is that you can't throw money at it and get a better aib model that runs cooler and quieter. They're all the same.
