If I try and sell anything where I recieve $10, the buyer needs to pay 11.50.

While Valve reads these discussions, they don't respond. A better place may be in the Beta Client discussions or the bug report sub-forum located in the Beta Client discussions.
Valve doesn't read these discussions. If something gets implemented, it's coincidence, not causation.
I’ve also heard people here say they’ve had their suggestions implemented.
It’s just probably rare, much like good suggestions.
All of that has been the case with the steam market since it's inception, it's not new.
If I sell something where I recieve $0.20, The buyer pays $0.23, that's a 15% fee.
It's a bit different now for non-US currencies...

If you read those threads, it's basically the same, but pegged to usd now. Rounded to the nearest US cent(or close to), and for low unit value currencies the prices jumped a lot.
Like the KRW (second thread) is complaining about the minimum price is now 30 won, instead of .03 won, which based on a cursory search is merely $.02 USD
The won is a very low unit value currency, with the current exchange rate hovering about 1400-1500 krw per usd, so .03 krw is almost nothing.
Basically it just made the listing prices the same, but rounding makes it weird
