You'd have to take this up with the devs
The devs pay for the space of the entire game hub, Valve are of the position of open discussion, but also allowing devs the option of setting it up how they please.
It's a good balance, personally, because most hubs don't have any issues being open.
They are an "open discussion" type of company, hence why the no politics or religion rule was removed (unfortunately) and are less harsh with their moderation (can also be unfortunate).
Consistency is the issue with them, but that's another subject.
Either way, my point still stands - the devs pay for the space and Valve allows them to set it up almost entirely how they please.
Know what else is against the rules, DEID? Spam. Know what the Steam Staff tends to ignore? Spam on one particular side. Know what counts as spam?

Funny how Steam doesn't do anything about that when they are the ones who moderate game forums. Isn't it convenient, DEID?
Oh and to cut off the, "It's not relevant". That was one forum being brigaded and spammed. That was 42 out of 48 recent topics. It's one hundred percent relevant, DEID.
But in a typical Steam white knight fashion, you will come out and say I DEFINITELY must have broken the rules and I'm lying. So don't bother. I have more examples like that.
Whether or not you like it, DEID, it's spam. Not only that, but it's spam with the intent to try to damage the game's ability to succeed, so in this instance, Hanlon's Razor does not apply. It exists to drown out any legitimate interest in the game in question, accidentally, but by design.
And the only time someone gets banned for this kind of spam? The only time people who are part of filling multiple pages with the same topic over and over again get banned? It's when the devs are running their own space. When steam is moderating it? Nothing.
It's what you say & how you say it.
Iif other users are doing wrong it's best to report it, and not attempt to do the same in exchange as that will prevent issues.
Unless you're part of a massive group that will brigade support until you get unbanned if anyone has the temerity to ban you. Then you can say whatever you want without consequence because Steam Support doesn't want to deal with it.
The real reason you were banned is that the staff needed to look like they were doing something and you happened to not have the backing of a large group that is well known for going around and brigading forums and support for the smallest infractions. It wasn't about upholding the rules. It was about looking busy while taking the path of least resistance.
Either that or you said one of the magical no-no words of Steam.
