Think the above is what you want but if you have "C:\\Games\\Steam\\steamapps" as the path in the vdf file, 'steamapps' is your library folder. Then at C:\Games\Steam\steamapps, create a new folder named steamapps.
in my new path "C:\\Games\\Steam\\steamapps" is the new file libraryfolder.vdf
in which it is written -
"launcher" "C:\\Program Files (x86)\\Steam\\steam.exe"

In that file, if the path of the library you added is written as "C:\\Games\\Steam\\steamapps", change it to "C:\\Games\\Steam" and save the file.
If you've not already done so, create a new folder named steamapps at C:\Games\Steam.
Restart Steam if it was open.
always the same problem
So, in my experience when I had that error it was when I was trying to install a game to the new library but hadn't first created a steamapps folder in the new library.
Been thinking that is what you're experiencing but maybe not...
I think we start over and see if we run into the same problem.
- Go to Steam > Settings > Storage > select the newly added library > [...] (settings icon) > Remove Library
- Exit Steam
(side quest)
- Re-open Steam and check if it's added/re-added other drive libraries. Let me know if it has. This just happened to me when testing removing a library. (I just quit Steam, then deleted their entries from the vdf file).
- Quit Steam again.
(end of side quest :D)
- Go to C:\Games\Steam\steamapps and delete its content (if anything)
- Go to C:\Games\Steam and delete all (if anything) except the steamapps folder
- Cover the relevant steps from the link again (use "C:\\Games\\Steam" for the path)
