Simply, you can have only one library folder per drive. If it is the drive where Steam is installed on, it automatically gets a library folder within the Steam install folder.

the internet is full of instructions on how to do it, but it doesn't work at all, but they are doing well

Your only choice is to edit config files. There is no official way to do it through the client.

Might be they're pointing to the previous location of the file to edit - at present it's \steamapps\libraryfolders.vdf

Try with these steps:

It has already found the path where I want to install it, but when I click on it, it says disk write error

Can you describe where you are? Are you in Steam Settings > Storage and clicking the drive, or installing a game and choosing the install location or ...?

In that new Library folder, you created the folder named 'steamapps'?

In C:\Games\Steam have you created a new folder named 'steamapps'?
In the vdf file, is the path you entered "C:\\Games\\Steam"?

Think the above is what you want but if you have "C:\\Games\\Steam\\steamapps" as the path in the vdf file, 'steamapps' is your library folder. Then at C:\Games\Steam\steamapps, create a new folder named steamapps.

in my new path "C:\\Games\\Steam\\steamapps" is the new file libraryfolder.vdf
in which it is written -

"launcher" "C:\\Program Files (x86)\\Steam\\steam.exe"

Sorry, I'm meaning in libraryfolders.vdf where we edit things (C:\Program Files
x86)\Steam\steamapps\libraryfolders.vdf).

In that file, if the path of the library you added is written as "C:\\Games\\Steam\\steamapps", change it to "C:\\Games\\Steam" and save the file.
If you've not already done so, create a new folder named steamapps at C:\Games\Steam.
Restart Steam if it was open.

This is the error you see?
Failure An error occurred while installing [GAME NAME]: "disc write error"

So, in my experience when I had that error it was when I was trying to install a game to the new library but hadn't first created a steamapps folder in the new library.
Been thinking that is what you're experiencing but maybe not...

I think we start over and see if we run into the same problem.

- Go to Steam > Settings > Storage > select the newly added library > [...] (settings icon) > Remove Library

- Exit Steam

(side quest)
- Re-open Steam and check if it's added/re-added other drive libraries. Let me know if it has. This just happened to me when testing removing a library. (I just quit Steam, then deleted their entries from the vdf file).

- Quit Steam again.
(end of side quest :D)

- Go to C:\Games\Steam\steamapps and delete its content (if anything)
- Go to C:\Games\Steam and delete all (if anything) except the steamapps folder

- Cover the relevant steps from the link again (use "C:\\Games\\Steam" for the path)
