You either misread the price or put it in your cart as the sale was ending but didn't go to purchase it until after the sale ended. The shopping cart doesn't freeze prices.
It's possible the publisher put the wrong price in for the bundle and changed it when the error was noticed too.
There's other possibilities, but it's not a trick. Valve doesn't set prices though, or put non-valve games on sale. That's all managed by the product owner.
It's a shame you can't attach screenshots.
In the store, the package price is shown as €32. In the cart, with the package added, it changes to €69. I've emptied the cart, canceled the refund... The price simply changes from what's shown in the store to what appears in the cart at checkout. It might be some kind of marketing trick, but if it's not outright fraud, it's certainly misleading.
