That would be due to support dealing with accounting and billing issues and completely separate from op's issue which is actually a billing or account issue. Probably not best to lump this topic in with the other spam

is this for your account or is it a gift for another account?
if a gift, are you using an outside payment or wallet funds?
Have you tried a different payment method? With no specific information to go on, that's about the only suggestion anyone on this forum can make.
If support can't help you and you keep remaking the same ticket, all that will happen, unfortunately, is that you will be barred from contacting them again.

What I am comfortable telling you guys is that their Agents are all about telling me to use different Payment Methods. And then I showed them a Screenshot of my error, they gave me a vague non-answer and then the Ticket was closed. That’s about as far as I ever go with them.
