I've been having this problem since probably almost a year.
The only answer you will get is that the problem is on your end. It's waste of time. They're probably cutting costs, so in some regions CDNs are slower.
The lading screenshots thing happens to me forever though when I click another screenshot the first loads fine. Not a big deal but would like to see this addressed.
I've tried clearing the download cache as some suggested, but that only made steam dump all cached images so now I sat here waiting for all the art and screenshots in my library to finish rebuilding, which just like store screenshots was slow as hell...

For what it’s worth, Steam is running smoothly on my end right now.
I am sure that doesn't help, but it isn't the main cause of what we are seeing in Taiwan (Multiple Western websites are absolutely fine in comparison). The past few days it has got a little better but it is still ridiculously slow - old dial-up modem slow like someone else said And this is a problem that has been happening for months now so I doubt it has been a DDOS all that time.
There was recently a large DDoS attack that affected Steam among other services.
