Yes, it's only slow on Steam.

I suspect that some ISPs oversell for the actual bandwidth they have available. To get around this, they might identify certain higher-impact traffic they think they can get away with throttling, and they'll throttle it. So if they've seen that traffic coming from Steam servers is using a lot of bandwidth, they may slow that traffic down so everyone else can watch their Tiktok videos uninterrupted. They'll leave speed test websites completely unthrottled so when you do a check, it appears that your Internet speeds are good.

To test this, try turning on a VPN. If your speed improves, then you know your ISP is artificially slowing down your Steam data. You might also try forcing a better DNS, as the one your ISP uses might be slow or even filtered.

No, using standard "run-of-the-mill" local LAN ISP here. Nothing magical.

(They did move to optics instead of direct, lamp post dangling LAN wires/cables recently though.)

There's something happening while browsing screenshots from games in store.
When I click screenshot the current screenshot loads, but at the same time next screenshot is being loaded in the background, but when I go to the next screenshot it's not showing up immediately.
Also those screenshots take up to 8 seconds to load or just get stuck at pending (dev tools->network).
They are hosted on some CDN service called Fastly.

Profile privacy has nothing to do with a blank name as a profile name.
