Does this game REALLY require Windows 10?

Does this actually need windows 10 and DirectX 12? Because this looks like something I really want to play (because fox) but I have (and a LOT of other people have) Windows 7. Are the system requirements just a mistake? Has this been tested and found to not work in windows 7? Is there some specific reason it doesn't? If this really doesn’t work on 7 can it be made to? I'd honestly be really depressed if indies started to effectively bar me from playing their games just because I refused to install Mi...

Why can't I buy this game for my friend?

My friend is in the NL and when trying to gift it to her, I'm told I can't purchase it due to regional price differences. (I'm in USA) I don't understand: is this a dev-imposed rule for their game, or a law of whatever country the dev resides in? Or a law of NL? I have purchased quite a few steam games for my friend as Christmas/birthday gifts and this is the only time this error has come up, so I'm confused....
