Can i get this achievement during second game loop, after completing game first time? Or i need to make new save game... I hope i can get in on loop

Does anyone know how to fix these low frames/FPS in the game? During dialogues it reaches 1800 FPS, but when entering the map for battle, it fluctuates between 25 and 40 FPS, which is very low. Hi! Its normal in this game some areas have CPU usage peaks (like 70% when I enter a map in Hollow Area and open the mini map)? The game barely uses the GPU, but the CPU is aways ate 20~40% with some 60~70% peaks, is this normal? My PC: is RX 550 8 Gb Intel I3 7100 8 Gb ram Its not a good PC but its running at 60 FPS without drops....
