I am getting an message saying workers needs not fulfilled, I am not sure what it means. Any help would be appreciated. I made sure all of the houses had enough food and I am making money so people are getting paid.

Doing the Jeweler mission. I have stable food supplied to the marketplace, both veggies and cow-meat production. I have 20 extra workers. Wood and Milk are providing a +4000 surplus of money. I click to build an Air Ship, and drones are not transporting Wood or Iron. I even built Wood and Iron separately, connected via roads, and they are just stockpiling Wood and Iron respectively, but the drones won't take from them.
