So I am confused. I just went through the pain of finishing the game on Extreme. I killed all the factions but I guess this wasn't the "True Ending" ??? No other reference. I got the achievement with a glimpse of the true rulers though.

When you have unequipped pistols available, autoequip gives them to the secondary slot to non-soldier jobs, despite them not having the slot to begin with (or at least it's not visible). I won't be testing if they actually have the gun available in a battle or not, but you can tell by their weight going up by 4 when you turn on auto and when you turn auto off and switch that person to a soldier, the pistol is still in their right slot....
