I know from previous playthroughs about some "temporary collapse of the Red Army" even that occurs when you invade the USSR or the Baltic States, that drops all Russian units to 1% strength, and after four months they are still recovering. In Time of Fury, apparently this does not occur when you launch Barbarossa in 1940, but does if 1941.
