I had this problem at level 8 . None of the solutions on the forums worked for me, but I found out the culprit is actually the antivirus ! For some reason, the folder: %userprofile%\Documents\Disney Interactive Studios\Split Second gets blocked by your antivirus software (especially Windows Defender).
