No. Communism didn't originate in china, and the original legend I don't believe originated from the government or monarchy of the time.
I believe, and I could be wrong as I didn't research it, but I believe the tale of the monkey king comes from the Bhuddist faith and Bhuddist faithful, which is a separate and indian-originating community/faith.
afaik, China is one of the first imperialist nations, but it was not communism, and the imperial court did not invent any legends for bhuddism.
Also, it predates the birth of communism.

Journey to the West (Chinese: 西遊記) is a Chinese novel published in the 16th century during the Ming dynasty and attributed to Wu Cheng'en, though much of it is based on even older Chinese mythology and folklore.

Long before Communism existed.

Considering Buddhism was created out of Hinduism, and Buddhism basically copies Hindu teachings, there is no huge difference between the legends used in both cultures.

I do find it interesting that the guy talking about faiths can't name the "indian-originating community/faith" religion. This is what happens when people with limited knowledge start educating others.
