Recently a number of players have reported that workers either don't work at all when reloading a save, or they suddenly stop working and return to camp. I am working on a bugfix for this. For now, if your workers get stuck, assign them back to Soldier, then press the Cancel All: Harvest/Build jobs buttons at the bottom of the Legion menu. This should clear up any outstanding orders.
