New player, should I invest in motive or technique?
even after a few hours they haven't really introduced any new weapons. Few questions: Are the strength weapons very slow? How many strength vs dexterity weapons are there to find? How do I re-spec. Is it possible to get both strength and dexterity and do any weapons scale with both at the same time? Thanks for any answers I'm kinda lost and newish to souls likes.

- I would say there's an even split between Str, Dex, and Quality build weapons. Strength/Motivity weapons are usually fairly slow, but that can be mitigated by using the weapon assembly system and using a faster handle (for example, the Krat police baton handle and the big wrench head). Personally, I love the huge, slow weapons that chunk health bars. For me, damage per hit is more attractive than damage per second, but different things work for different people.

- You unlock the respec later on in the game, via the gold coin fruit tree. If you haven't reached that part of the game yet, I won't say more about it. But it's unmissable, so you'll know it when you see it. You can respec at the tree, or at a special statue found later in the game. You can respec as many times as you want, so there's no worries there.

- There are Quality build weapons found throughout the game, yeah. Quality usually refers to weapons that scale off both Dex and Str equally or close enough. If you see a weapon that has, for example, B/C scaling in Str/Dex respectively, that's a Quality weapon. You could use a crank to alter handle scaling to suit your tastes too. If you see a Quality weapon with B/C scaling, but would rather use it on a Str/Motivity build, use a Motivity crank to alter it into an A/D scaling handle etc. The reverse is also true with the Dex/Technique cranks.

As for what you should invest in, that's entirely up to you. Do you prefer huge, slow, high damage weapons that require you to find openings to get hits in? Do you prefer fast, low damage weapons that allow you to overwhelm the enemy with a myriad of attacks? There's no wrong answer, so use whatever tickles your fancy. All weapons are viable, and it's entirely possible to beat the game and DLC with the starting weapons if you wanted to. Considering respecs are effectively infinite, experiment and explore.

Thanks for all the helpful answers!
So do these quality weapons have the option to scale off EITHER strength or dex, or BOTH strength and dex?

theres kind of no wrong answer. You can swap weapon parts and make a unique weapon. You can change which stat the weapon relies on.

Its possible for a dex(tech) build to create a slow and hard hitting weapon w massive guard, big flinch values, but its still dex( also some dex weapons are naturally like that, such as glaives). Or a strength( motiv) guy with a quick mobile weapon that overwhelms.

most weapons naturally scale with both stats. But they prefer one over the other( higher dmg bonus from 1 specific stat). Quality weapons, you tend to end up with more dmg if you dont neglect either and get good strength and dex. They tend to have almost equal gains from motiv and tech, or strength and dex.

Let me clarify. Say you have a weapon with C scaling in both str and dex and you have 8 str and 10 dex. Do you get the bonus from the 10 dex, or do you get the bonus from 8str + 10dex
Its probably better to go strength/motivity. Because strength weapons have better block percentages. So with them its safer if you mistime a parry and turn it in to a block and thats very useful for a new player.

You get it from both. This should be easy to verify by putting a potential level up or two into either stat and seeing your weapon damage go up. Think of the letters as percentage ranges for scaling. If 1-25% of that stat is added to your weapon's damage, it shows as D. 26-50% shows as C, 51-75% as B, and so on. If 0% is added, so it doesn't scale with that stat, it won't give a letter. In your example, it would add up to 50% of your 8 str and your 10dex to your damage. These aren't the actual values of course, just an easy example, as many games with these letter scaling values (mostly Souls games like this) generally work this way.

Technique has the most fun weapons.

Funnily enough, pretty much every single weapon across the entire board has pretty mediocre scaling — until you reach New Game+ and gather enough cash to start pumping them up really really high, you're better off investing in upgrade materials instead to get better bang for your buck.

Instead, I would recommend dumping all three damage stats completely, and instead invest your points into Capacity so you can equip better defensive parts alongside whatever weapon combos feel most fun to you!

Edit: I should note that this wonky stat distribution is a quirk that's pretty much wholly unique to Lies of P — It's generally a much smarter idea to put the bulk of your points into the damage stats in, say, Dark Souls or Bloodborne or Elden Ring. This is because, unlike Lies of P, most other Souls-likes place way more emphasis on stat-scaling damage output.

It's also generally the norm for weapons to come with minimum stat requirements, which — if your stats are too puny to meet — will severely hamper or outright disable your ability to wield those weapons. Lies of P doesn't do this either.
