I keep getting them for the past couple days. Is that me, steam or the game server?

I only ask to those, who already got the achievement - Upgraded Battle Scroll to 50 level.

No matter what mode I'm playing, it seems like the enemy's spells fill up way faster than mine. I'm hitting entire ROWS of my needed color, and it creeps up until it fills. Meanwhile, the enemy pulls a couple groups - BAM their spell is filled and they're throwing spells. WTF?? I figure there's spells and gear that influence this, but what's the mechanic or ability that generally governs the spell fill rate, and how do I improve this?...
