There is no way you can force them you can add a storage zone in there cell or where they often are add it to critical and only add cloth and then they will take the cloth after a while. (This is the only way in vanilia also sadly)

But he had the problem keeping them warm and stripping them naked will not help with that better to give them cloth. I would recommend the prison cloth mod.
