What is the AC-47 remote control and how is it used?
Noticed it under the terminal section when doing a custom loadout, but doesn't seem to work as named. Is there some script that goes along with it?

no , you need to spawn a special AC-47 that works with it. It was just an experiment that never got completed: "AC47_UAV". Good luck.
