in gardinso, they are in one of the barricaded apartment buildings, to get to them you have to climb a ladder to get onto the fire escape.

The military bases are russian, Russia have same colors then france and i found lot's of fusillaut in the cave, So maybe france ? but i also found a american outpost in the city.
