No Passengers
Some stations I create has no passengers to use. Just crossing the road like this.

All cims using my space elevator alight at the previous station and ZERO of them use this.
This station is designed to place over the road.

See how much Citizen willing to use the station. Nobody using it because nobody want to use it? Nobody using it because there are nobody there?

The station is on the way they are willing to go, indicated by walking in the second screenshot, but the stations have no even one passenger, but when I use the other stations, there are passengers using that station as usual.

If you're using MOM. Then you should know that MOM have some error that affect the passenger to use Elevated station (Some users have that issue).
If you are using Custom asset (like Elevated station that MOM used to required) it could also got a problem with the current game too. Ex: A subway Station that has an old Short Metro Station Length which is incompatible to the current game.
You should just use the ground station for now. people problem seem to be fixed when using ground station instead of Elevated one.

My problem solved. It's the asset's fault (No MOM used) and it has been fixed. Thread closed.
