how do you increase amount of force sensitive people?
I have tried looking in the setting but it doesn't show and I know no other way to change it.

When you start a game, choose/create a scenario then add> force trait to the scenario. You'll be able to set a percentage chance for the trait(s).

Is there a default setting for Force Sensitivity, or do you have to create a scenario to turn it on?

No idea. Hopefully someone else will pop in with helpful info, but as near as I recall, it's so low a chance, if there is a chance, that I've never seen force traits on any raiders.

Just found one in game on a default scenario. Guess it's at least greater than 0%.
