Plan for R7;
* Reduce Tiers from 5 to 3 for armour/shield modules.
* Adjust penalties on weapon modules.
* Adjust stats on Weapon Cores.
* Adjust the stat curves on the mobility modules.
* Redo some module icons to account for tier shifts.
* Change Weapon Cores to be a custom submodule tied to the hull rather than slots.
