Are you sure you have a COCKPIT in the director ship and not just a REMOTE CONTROL?
1. Make sure all ship's antennae have broadcasting enabled.
2. Check the PB of the director and make sure there is no errors being thrown.
3. Check the PB of the subordinate(s) and make sure there are no errors being thrown.

Also on the director ship do you need to enable the antenna to the program block or no?
