Hey buddy, figured it out.
Go to host, lan, host a lan server, play as the commander/admin, go to the top right and go into the paramters. Click it to "load" and then go through and change the settings to what you want. Make sure it's in "save" mode.
boot up game, and play for a while. Then just end it, and when you go to start it up again, go to "LOAD" in the parameters. It will use the default settings UNLESS it detects loaded parameters, which it will from your first game if you put it in save, and then you use the "load" in parameters" and then play. You can still change settings mid game i fyou want without having to restart, same with adding mods. It's not like singleplayer where you have to restart every time you change a mod or setting.
Your units and stuff will all be saved ONLY IF it is in your base or FOBS. anything outside a FOB is removed and wiped. FOBS are the only places where units are saved.
But yeah, just set your first game to "save" in the parameters, then the next one pu tin load mode and it'll load the first game you played and save your progress, at least the major stuff, like your FOBS, towns you've taken, facorties and what they're making and the logistics will alls ave.

No, they should stay there and still be there when you reload. Not sure what's going on there, can't help you unfortunately.
1) If you want a default NATO vs CSAT, where your storage boxes, inventory, vehicles are cleared, and there is no way to change it, subscribe via steam workshop. This mode autosaves every minute and you have to manually set parameters when starting LAN or internet server EVERY TIME. This game shows up in yellow at the bottom of the MP game list. Good for if you run a server 24/4 with no shutdown.
2) If you want to be able to change things just once, download from github and move the pbo manually. You will then need to unpack it, set the values in various sqf files and repack it in the steamapps/common/Arma3/MPMissions folder. This will now show up in white in the MP game list when starting a server.
3)If you want to play it like a fullblown SP campaign, do option 2) above, and enter enableSaving [true, true]; in debug console, unpause, and pause again and the save buttons will be there. NOTE that vanilla save will also save in any glitches you encounter while playing over the next few weeks making them persistent (earplugs not working, frozen AI, stuff missing in zeus etc.)
