Capture as man of them as you can and release them when they are your prisoner. Since you are maximum negative relations, if you have a town or castle to store them in just farm as many prisoners as you can at once. Also there is a something a guy in tavern of the large city near Noldor lands sells which brings up your relations with them as well.

in fact, it is extremely difficult to regain good relations with a faction above a certain threshold.
have you read all the books about them? (2 on sale + 1 hidden in the alamar chest in laria), if not yes, if you have a castle with a prison, sometimes you find noldor imprisoned, free them and you earn points with them.
another tactic is to let yourself be attacked by their small militias, win the battle and free the prisoners (don't attack yourself, let yourself be attacked)

Thanks! yeah I read both books but still -75. So hard to get it up lol

lead their stacks around if you can outrun them and help them in battles vs.hostile parties, other spawns even. Aeldarian's stack or another army will wipe Jatu and other spawns. each time you help them in battle victory is +4 relations. after a battle, they'll pause so they don't immediately intercept you when you run from them. repeat

probem is i cant even help them because relations are too low

I am trying to improve my relations with Noldor by having them attack someone and help them. Problem Is, whenever battle ends they attack me immediatly. I cant escape that, tried many times so I used ctrl + left mouse button only few inches away from them, so I can continue my game normaly. I never cheat and I know there Is penalty for that in pendor. Is this consider cheating? Will I still get rewards from achievments?

It's fine to use the teleport cheat. Cheating penalty only triggers if you use the heal player cheat, and the KO multiple enemies cheat.
