Are the silversmith guaranteed to spawn somewhere?
I learned about how good the silversmith are but can't find them anywhere, I read that they have a 30% spawn rate in a certain city, and they weren't there. Are they somewhere to be found? or are they just not in this run?

If they are not in Senderfall at the beginning of the new game, then some lords may establish this order during the game. Otherwise you would need to create chapter yourself.
