No qualis gems from red brotherhood hideout chest.
On my first hideout the chest had a gem, but on the next 3 in a row the chest just had various loot and random stuff. is this a bug or bad luck?

No, the first hideout is the ONLY one to spawn a gem. All hideouts afterwards will only have random loot. If you want another easy gem, there's a chest in rane that has one, might need to ask a traveller for rumors first (unsure). Enter the city, turn left and somewhere near the end there should be some hay bales on the right, you can see the corner of a chest poking out.

chamaeleon9 hit that. The first 1 is the only freebie you get besides the hidden chest in Rane. Keep asking for rumors and youll get the Rane gem.
