You need to have a high enough rep with the noldor before u can start the quest. Help there parties in fights and read the 2 avabile books.

you can get the quest from the guy at laria hes always there but you need to be at least indifferent with the noldor than you can get it but is usually really hard, my first one was destroy a 270 strong jatu army without any help in battle.
