Dragon Tears, that is.

You have to kill rare spawns. Or find the hidden chest in rane after someone tells you about it and i think a red brotherhood camp has one. Once you get further into the game they get easier to obtain. I would save the tear tho. His shop is ok but you can get better uses out of it.

Those are Qualis Gems. You find one in the hidden chest in Rane or by defeating unique spawns

The Noldor and the guy in Laria call them Dragon tears but Qualis Gems is the general name.
