The Old Tale (Part 2) Quest Glitch
For some reason I can't get Bernard the builder to actually accept all the needed materials to rebuild the old ruins. I have everything needed for the quest (3 Sumpter Horses, 3 Tools, 5 Dried Meat, Ale, Refugees) and doubled checked everything in my inventory. All I get is my character saying "No, not yet" after talking to Bernard and getting asked if I have all the needed material yet.

I think you need to have better than lame horses

The only reason may be "Ale" as there are two items called like that: one can be bought in the shops (this you need), the other is a quest item given by tavern keeper during "delivery quest".
Some players use cheat menu to get required items and simply pickup the wrong "quest" version.
