Try using an external program to extract the mod file, that's what I had to do. It's located in:
Documents/My Games/Sid Meier's Civilization 5/MODS
The file is called Kekistan (v 4) .civ5mod
I used 7-Zip to extract it. Idk why it's not extracting on its own but whatever.

I had this problem randomly in the past. Mods would download but not unzip and not show up. Had to do this manually. No clue what causes this.... I don't think I changed anything that could magically cause this.

Strange enough the mod is not a folder, so I guess it has to be extracted.... But I have no idea how to extract and ♥♥♥♥.

Download and install 7zip. civ5mod is just a renamed zip file. Rightclick the civ5mod file -> 7zip -> Extract to /Kekistan (v 4)

or just delete it and redownload it, maybe that'll work. I for instance have the same issue with the mass effect mod, but other people don't. No clue what causes this.

Ohh, I know what could cause this: I didn't increment the version number. Last update was v.4, the one before that was v.4 aswell. Hope next update will fix this...

I downlaoded the mod and it did not appear in the mod folder.

I managed to get it working by searching my PC folders for Kekistan and then manually extracting the folder

I don't get a folder, I get a file.

I fixed the issue with the extracting, hopefulyl it will install manually when subscribed.
