What does the PreventFreeFloors setting do?
i was just wondering what the PreventFreeFloors do

If you turn it on you need the floor to be connected to a foundation.
If you have it off you will be able to make floating structures.
you need anymore answers let me know.

It will go into you GameUserSettings.ini under a [BuildersImprovements] heading should look like this

[BuildersImprovements]
PreventFreeFloors=0

if you put a 1 floors will need a foundation support
and when you put 0 it dose not need a support.
