When downloaded here, you can access the files for this mod at Steam\steamapps\workshop\content\270150\1211590594

It rather has to do with the fact that you don't seem to own RWR on Steam. Without the game, you cannot download its workshop mods.

so lets say hypothetically the copy of the game isnt on steam. how would one get this mod then? (im asking for a friend) :lunar2020thinkingtiger:

I'd advise your friend to purchase the game through Steam, alternatively register the copy with Steam if that's possible.
