You can find the fourth missing present in the Festival Hall, it's found to the left of the spawn position. Head to the caves and go underwater: there's a hidden room that contains the present. Use a flashlight or other light source to make the room easier to find!

If you do want to spawn it in, the command is:
/spawnitem landingmissingpresent4
