You can with console commands. Just find out the trait id by typing charinfo in the console and it will allow you to see the traits tag as well as finding the character ID of the character you want to make a god, by hovering over their portrait, then typing the command in the console, add_trait <trait tag> <character id> (no symbols) and that will make that character a god.
