Removing this mod from the load order fixes it.
Again check mod options, that should fix it.
There's only one option in the Mod Options list: Use central melanin for factions. Switching it either way doesn't fix anything I'm afraid.
Yes. I am doing this on a pre-HAR save in both cases.

I've created a brand-new save with only Harmony, Core, Royalty, HugsLib, JecsTools and HAR. The skin colour and facial structure randomisation still occurs no matter the setting toggle.
Interestingly, flicking the melanin option to true makes them retain their skin tones, but still changes face shape and affects hairstyles. I can provide before and after logs/save files if you would like.
