That line number seems to be pointing to some simple language-detection stuff while retrieving a description. Perhaps you didn't get all of the language files in your workshop download?
The most I can say to try to fix this is to reinstall the mod, possibly from Github directly (the workshop does not seem very good at sending out every required file): https://github.com/wofsauge/External-Item-Descriptions/archive/refs/heads/master.zip

nothing, I have tried everything and all versions always have that problem.
about the language files shouldn't I already be in with the latest version of github?

If you have the newest version with all files, and default EID settings (in case your language choice got corrupted or something) and still can't view descriptions, I don't know the issue...
