Seems like every item of the mod can be built out of different materials. But the water tower requires a certain amount of wood. This is a problem on playthroughs where wood is hard to come by. I'm doing an ice-sheet playthrough and can't build the tower (until I can find some wood to buy) as I'm out of the bit of wood I started with.

Any chance of being able to alter the water tower options to make it all out of steel?
