Hopefully this is just something I'm doing wrong, but in this pic you can see that the water tower is showing as "untreated." https://imgur.com/CNFbZdB In that same pic you can see the sewage treatment plant on the same pipe network as the tower. They are fully connected.

Here's a pic of the sewage treatment's description. https://imgur.com/NkU9zhT Oddly, it always shows that it's "holding" 0.0 L of waste. It never shows anything other than 0.0.

Any ideas how to get the water tower "treated"? I've tried deconstructing and rebuilding but nothing changed.
