I saw no one using the kitchen sink though...
Anyway the basins are working, sorry for the trouble

It only uses this mod and no others.
The colonist can be instructed to use the toilet, but not the sink.
The colonist eventually just washes in the ocean, and not the sink.
The issue stayed even after quiting the game and reloading the save.
There is only one colonist, so reservedness shouldn't be an issue.
I had just kind of assumed that the bucket was just for washing their hands too, and that a sink was thus a better version of the bucket.
