Have you always tried to use this mod with other mods enabled?
Did you try disabling the others and only enabling this mod to see if it works?

Tried unsubscribing and clearing user directory. Pls help
That being said, the way the mods work in HoI4 prevents stuff like that happening once disabled. Each mod is self contained. So once disabled they are completely out of the equation. It's likely that some other mod is causing that glitch.
In any case you say you unsubscribed from the mod so that should have definitively fixed your problem.
However just to be safe, you can go to "C:\Program Files (x86)\Steam\steamapps\workshop\content\394360" and manually delete the file named "825131706". If that doesn't fix your problem, it's definitely not this mod that's the culprit.
