I'm having the same problem. I tried it with all of my colonists. Even when they're not doing anything else. I have noticed that they'll jitter a little bit like they're going to go do it, but then go back to doing what they were before.

I have worked out the problem. The materials to be used have to be in the area created by the Altar. Given the limited area this creates a large problem as you have to balance room between food and places for your cultists to sit during events.

I have put meat in the area created by the altar(i couldn't even start the offering without doing that for some reason) yet it still does not work. Do i need to be at a certain standing with a God? Could this be an issue with Bast cult mod?

Also, does deep one meat count as meat during an offering?

I also have this problem and I have the Bast mod. It might be the cause of this issue.
