Finally, I know about that giant fixture in the sky. I'm working on fixing it.
I just noticed that too... I spawned some NPC's (HL2 NPCs (Combine and Citizens) and HL1 Source Opposing Force) they start killing each other... When looking at the sky, I saw all their bodies identical to those on the ground. When I noclipped to that area high up in the sky, I saw the building. I think if you remove the mist it might solve it. Not sure of that though.
gm_flatgrass_snow is nearly the same, but your map has more snow on that center building.
EDIT : I used the Fog Editor in GMOD on the map, removed the mist / fog and I can clearly see the building in the sky. So there is somewhere a layer that you forgot to hide the ground in the sky(box)...
