Hey everyone! I have been playing the game for a while now and I have always been bugged about the capitulation mechanic. Especially when playing japan it is almost impossible to capitulate nations. Was just invading Indochina and I noticed that the captitulation cap was going down everytime I reached it. I was already past 10%, everything dead and every VP has been captured. Still it said they won't capitulate over 5%, which had previously been 25% and 15%.

I don't know if this is a feature or a bug, but it is incredibly annoying for me.
